Neil Betoff
President

Neil has over 30 years of experience in business, finance, and property management. Beginning his career as a certified public accountant and investment banker, Neil has a strong understanding of business structures and financial planning. After leaving Wall Street, Neil found a passion for real estate and took on a role as property manager for commercial properties. This experience provided Neil with a deep understanding of property managers’ needs and challenges, forming the foundation for STAR Building Services. He built STAR to be client-centric and detail-oriented to ensure a positive client experience.

As President, Neil oversees STAR’s day-to-day operations and sales. Because Neil knows that a company is only as successful as the quality of its employees, he hires the best-in-class and implements comprehensive training programs and two-way feedback structures to guarantee his employees are both well-equipped and well-supported to succeed. Neil has a long history of making both his employees and clients a top priority, making STAR a premier company to work for and to work with.

Fun Facts:  When not at work, Neil enjoys spending time with his wife and three grown children. From sunrise at Angkor Wat to sunset in Istanbul Neil loves traveling the world with his family. He is an avid hiker, skier, and biker.


Chris Belkot
Vice President of Operations

Chris Belkot is the Vice President of Operations at Star Building Services, where he oversees the Operations Team and manages all aspects of the company’s day-to-day functions. His role includes fostering strong customer relationships, networking, and ensuring that Star Building Services consistently delivers best-in-class service.

Chris has been dedicated to operations since the age of 17. He began his career as a portfolio manager for a commercial pool management company, where he quickly rose through the ranks to become the Director of Operations. His extensive experience has equipped him with a deep understanding of operational efficiency and excellence.

Chris holds a Bachelor of Science in Business Administration with a concentration in Organizational Leadership. This academic background has been instrumental in honing his skills in managing employees and maintaining high morale. He places a strong emphasis on corporate social responsibility and ethical workplace practices, ensuring that Star Building Services operates with integrity. His key skills include inspiring and motivating employees through positive encouragement and incentive initiatives, effectively communicating with managers about shifting priorities and projects and identifying and resolving potential problems to maximize efficiency.

As a proud member of the Community Associations Institute New Jersey (CAI-NJ) and an active participant in the CAI Golf Committee for over ten years, Chris is deeply embedded in the professional community.

Outside of his professional life, Chris is an avid golfer, enjoys cooking, and is a proud dog owner. For over 15 years, Chris was a multi-team wrestling coach, with athletes spanning from kindergarten to college and beyond. This passion to the wrestling community reflects his commitment to mentorship and leadership in all areas of his life.


Andrew Batshaw
Vice President of Business Development & Client Relations

Andy has over 25 years of experience in real estate, development, community association management, and business development. Having served as Vice President of Community Development for a private residential developer, he honed his skills in facilities management, labor and vendor relations, risk management, and emergency planning and preparedness.

As a Community Manager and Regional Director for a national community management provider, Andy focused on instilling a service and hospitality mindset in his team, shifting the focus from merely maintaining properties to delivering exceptional customer service and creating a lifestyle experience for the residents.

In his current role as Vice President of Business Development and Client Relations, Andy guides STAR’s growth, ensuring that customer service and a hospitality mindset are paramount. He believes that while STAR delivers services to its customers, the company is ultimately in the relationship business, emphasizing the importance of how they make customers, visitors, and patrons of their clients feel.

Fun Facts: When not at work, Andy enjoys spending time with his family and his two dogs. Music plays a significant role in his life, and as a die-hard fan of the Dave Matthews Band, he has attended more concerts than he cares to admit. Andy also enjoys traveling and hopes to trek to Everest Base Camp someday. He is also a retired Emergency Medical Technician, having served as Deputy Bureau Chief of the Middlesex County Office of Emergency Management and as Staging Officer for the Central Region of the New Jersey EMS Task Force.


Sandy Allen Gerard
Human Resources Director

Sandy has over 20 years of experience in Human Resources, Business Development/Sales, and Customer Service. Previously, Sandy was the Human Resources Administrator for a large manufacturing company. Sandy combines an energetic employee/client-friendly attitude with valuable experience in Human Resources and client services. She enjoys meeting new people. Sandy prides herself on attention to detail and the importance of following through. 

Fun Facts: Sandy is the mother of one son and the stepmom of two sons and one daughter.  She is also the dog mom to her 2-year-old Shih Tzu, Archi.  When not enjoying time at home with her husband, she enjoys traveling, shopping, and anything outdoors.


Susan E. Ricca
Accounting Manager

Sue has been with STAR Building Services for over 14 years in the Accounting Department. She has over 35 years of experience in accounting and oversees the accounting functions for STAR.  Sue came to STAR from The Marketplace in Matawan, a real estate investment company.  Her experience in accounting began in 1984 when she took on a part-time job with United Jersey Bank and has risen through her various jobs.
